Liberal Democrats to examine the Democratic Deficit

LGA Liberal Democrats have responded to what they perceived to be a disappointing Councillor’s Commission by commissioning Martin Horton to compile a report for them about how to improve local democracy.

Martin Horton was until Christmas the Head of the Improvement and Development Agency in the North of England. He will shortly be taking up a post as a Director for SOLACE Enterprises.

In making the offer Cllr Kemp said, “Whilst the Councillor’s Commission covered the right ground it failed to come up with many ideas that could be quickly introduced by Government, councillors or, crucially, the political parties themselves. We are commissioning someone with a tremendous knowledge of how councils and councillors work both as a former IDeA employee and as a former councillor himself.

We hope to receive a report from him before the local elections this year so that we can begin to put his report into practice with this year’s intake of new councillors and to further roll out recommendations from him in time for the candidate sectional and training process for the County Elections in 2009”.
